Nepal Recalls UK Ambassador, Ex-Gurkha Negotiations Uncertain

London – In a decision that has caused apprehension among ex-Gurkha advocacy groups, the Government of Nepal has announced the recall of its Ambassador to the United Kingdom, Mr Chandra Kumar Ghimire. This action, part of a broader directive to recall eleven politically appointed ambassadors, requires their return to Nepal by 6 November. Mr Ghimire took office in January this year.

The recall coincides with a critical phase in ongoing negotiations regarding the pensions and welfare of ex-Gurkha soldiers. During his tenure, Ambassador Ghimire actively engaged with both the British Government and representatives of the ex-Gurkha community, seeking to advance discussions on fair pensions and improved service conditions. His efforts had fostered a sense of optimism within the community, which now faces renewed uncertainty.

A spokesperson for a Gurkha advocacy organisation commented: “The timing of this recall is unfortunate. Ambassador Ghimire demonstrated a dedication to resolving the long-standing concerns of our community. This sudden transition could significantly hinder progress.”

Recurring Instability at London Embassy

The recall also highlights a pattern of instability at the Nepalese Embassy in London. Since 2021, no ambassador has completed a full term, with Mr Ghimire’s predecessors, including Mr Lokdarshan Regmi and Mr Gyan Chandra Acharya, having been recalled before completing their assignments.

Political analysts have suggested that this frequent change in leadership may weaken Nepal’s diplomatic effectiveness. “Consistent and sustained representation is crucial for fostering strong bilateral relations,” one analyst noted. “The recurrent turnover of ambassadors introduces an element of unpredictability and may impede progress on matters of mutual importance.”

In the meantime, Mr Bipin Duwadi, the Deputy Chief of Mission, will serve as Acting Ambassador. Mr Duwadi is highly regarded within British society and has considerable knowledge of the ex-Gurkha issue, ensuring a degree of continuity in ongoing negotiations.

Future of Gurkha Negotiations Uncertain

The ex-Gurkha community now anticipates possible delays in the appointment of a new ambassador and the resumption of substantive negotiations. The Gurkha issue — concerning fair pensions and rights for veterans who have served with distinction in the British Army — remains a significant point of diplomatic discussion between Nepal and the United Kingdom.

Advocates are urging the Nepalese Government to prioritise the appointment of an ambassador with proven experience, a thorough understanding of the Gurkha issue, and sensitivity to the concerns of the ex-Gurkha community.

Ambassador Ghimire’s Initiatives

Despite his relatively short tenure, Ambassador Ghimire focused on strengthening bilateral relations and promoting economic diplomacy. His efforts included initiatives to expand trade between Nepal and the United Kingdom, increase foreign aid, and address the long-standing grievances of the ex-Gurkha community. He also sought to promote Nepal as a destination for foreign investment and tourism, while encouraging high-level political exchanges between the two nations.

The Nepalese Government has indicated its intention to expedite the selection and appointment of a new ambassador. However, the timeline for the resumption of negotiations concerning the Gurkha issue remains uncertain, leaving the community in a state of apprehension.
