Nepal Development Watch Calls for Flood Relief and Climate Finance

London — Nepal Development Watch (NeDeW) – a volunteer academic group monitoring Nepal’s governance, has expressed deep concern over the severe loss of life, destruction of settlements, and widespread infrastructure damage caused by catastrophic flash floods that struck Nepal on August 26.

With hundreds of people still missing—including workers believed to be trapped inside inundated hydropower tunnels—search and rescue operations face severe complications after washed-away roads and bridges completely disconnected remote mountainous regions from major urban hubs.

While acknowledging the ongoing response from state security forces, local communities, and international partners, the organisation has issued a comprehensive list of urgent recommendations targeted at key stakeholders:

To the Government of Nepal:

Solicit International Support: Formally request international economic and technical cooperation for relief and rehabilitation under Articles 2(1) and 11(2) of the International Covenant on Economic, Social and Cultural Rights (ICESCR).

Ensure Inclusive Coordination: Engage disaster survivors, local communities, and civil society groups directly in response efforts to promote transparency and operational efficiency.

Implement Safeguards: Apply lessons from past disasters (such as the 2015 earthquake) to prevent aid duplication, fund misuse by unauthorized entities, theft, disease outbreaks, and child trafficking.

Maintain Long-Term Accountability: Establish clear mechanisms for transparency in relief operations while collaborating with global partners on long-term reconstruction planning.

To the International Community:

Scale Up Financial & Technical Aid: Urge key global allies—including neighboring India and China, the European Union, the United States, and the United Kingdom—to increase assistance to meet immediate relief and potential health emergency needs.

Mobilize Climate Finance: Allocate dedicated funding recognizing that highly vulnerable, low-emission nations like Nepal bear disproportionate impacts of the global climate crisis.

To Media and Civil Society:

Responsible Communication: Call on social media users to halt the spread of misinformation, fake AI-generated images, and insensitive posts that hamper search efforts or disrespect victims.

Unified Response: Urge non-governmental and political entities to pool resources and deposit collected relief funds into the government’s central disaster fund to ensure coordinated, accountable distribution.
